In the heart of Irpin, Ukraine, just 20 km from Kyiv, a significant project is underway. The Tax University Reconstruction is not simply a construction effort; rather, it represents hope after the widespread destruction caused by the 2022 Russian invasion. This university, part of Ukraine’s Ministry of Finance, has long served as a key educational center in public finance, accounting, and law. Today, the campus is making a robust comeback with a modern design that places people and sustainability at its core.


Strategic Location Between Forests and the City

Located in the green city of Irpin, known for its wide gardens and natural landscapes, the university’s site was chosen deliberately. This location aligns with the design philosophy, which aims to blend nature with campus life. Therefore, the reconstruction of the Tax University became a top priority after more than half of the university buildings were destroyed or severely damaged during the war.

Flexible and Inclusive Design by Stantec

The Canadian design firm Stantec won an international competition that attracted 49 teams from 18 countries. Their design reinvents the main building as a multifunctional hub for academic and cultural activities. It also focuses on transparency and seamless communication between different spaces.

Moreover, the project includes pedestrian walkways, open green spaces, and interconnected buildings that foster community engagement vital for university reconstruction.


Sustainable Building Materials

Material selection played a crucial role in the project’s environmental vision. The team chose materials that harmonise with the natural surroundings while minimising the carbon footprint, which is paramount in the ongoing reconstruction efforts for the Tax University.

For example:

  • Glass concrete was used for facades to increase natural light and reduce energy consumption.
  • Treated wood appeared in roofs and structural elements, offering lightweight strength and environmental balance.
  • Modern insulation materials enhanced thermal comfort and soundproofing.
  • Solar panels installed on rooftops help reduce reliance on traditional energy sources.

International Partnerships and Organization

The competition’s organization involved multiple international and local bodies, adding a participatory dimension to the university’s reconstruction project. Wendy Helis chaired the architectural jury, and key organisers included:

  • The Ukrainian Tax University
  • Ministry of Finance
  • The volunteer organization “Dobrobat”
