Saudi Arabia Launches Second Phase of Building Compliance Certificate Initiative
The Ministry of Municipalities and Housing in Saudi Arabia has launched the second phase of the Building Compliance Certificate initiative, as part of ongoing efforts to enhance the quality of the urban landscape and regulate the built environment in Saudi cities.
The step follows clear standards aimed at reducing visual distortions and achieving the objectives of Saudi Vision 2030 in improving quality of life and promoting compliance with urban regulations.
Phase Two Procedures
Phase two includes a set of executive measures, such as identifying new targeted buildings and linking them to the geographic explorer, while granting building owners a six-month corrective period to meet the requirements for obtaining the compliance certificate.
The Ministry clarified that the certificate is issued free of charge, with simplified requirements covering specific pathways, aiming to facilitate compliance and enhance building quality.
Phase One Results and Impact
The first phase of the initiative showed tangible positive effects, with 95,835 targeted buildings achieving a 94% completion rate, and over 102,708 applications submitted for the certificate.
More than 138,000 inspection visits were conducted to monitor compliance, contributing to improved urban aesthetics, enhanced project reliability, and unified regulatory procedures among municipal authorities.

The Ministry emphasized that the Building Compliance Certificate serves as an effective regulatory tool to improve execution quality, support sustainable urban maturity, and provide a safe and organized urban environment that reflects the Kingdom’s architectural identity.
