On August 27, 2025, Dubai Municipality announced that it had issued warnings to several engineering consultancy offices. This was after discovering exaggerated structural designs for citizens’ villas. The violations led to unjustified increases in construction costs without any real engineering necessity.

Regulating Practices in the Construction Sector

The Municipality stated that the move comes as part of its efforts to regulate Dubai’s construction sector. This enforcement ensures compliance with the Dubai Building Code. The main aim is to prevent homeowners from facing unnecessary financial burdens caused by over-designed plans and excessive use of materials.

Eng. Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, commented:

“Adhering to the Building Code is not only a legal requirement, but also a professional and ethical responsibility. Our goal is to strike a balance between construction quality and cost reduction, ensuring that citizens are not forced to bear unjustified expenses.”

She added that the Municipality will continue to monitor the performance of consultancy offices and contractors. They aim to curb excessive use of construction materials such as steel and concrete while maintaining safety and quality standards.

Previous Suspensions and Tougher Measures Ahead

The Municipality confirmed that repeated violations would negatively impact a firm’s annual evaluation. These violations could result in stricter disciplinary actions. Earlier this year, two consultancy offices were suspended for six months after being found guilty of similar practices. These practices violated regulations and harmed the interests of property owners and developers.
