The final result did not have a first prize, there were 2 second prizes and 1 third prize. The joint venture IBSTAC – BIDECONS – CETECH – T&D is the only Vietnamese unit without foreign elements to enter the top 3 prizes in the contest.

Hai Phong’s new Political – Administrative Center project is a key work, identified as a new development core area of Hai Phong to the North, associated with the sustainable development orientation of Thuy Nguyen city.

The project was built on a total area of 324 hectares with an investment cost of nearly 10,000 billion VND.

Based on the scale and significance of the project, IBSTAC came up with the idea of Wingspan with the desire to reach out, expressing the modernity, aesthetics and symbolism of the port city.

Master plan: Welcoming prosperity with the position of the leaning against the mountain, looking at the river
Based on the inheritance of the oriental architectural heritage, the project is planned based on the layout of the mountain facing the water, welcoming the prosperity, limiting the disadvantages: “leaning against the mountain, looking at the river, success and wealth”.

The administrative and political center building is located to the South, where there is Cam river (looking at the river), behind is a performance conference building designed with the contours of mountains (leaning against the mountain), the Square area with a water surface plays the role of a large Minh Duong, meaning to welcome good things and avoid bad things.
Placing the building with the long side facing the South, the short side facing the East and West brings the microclimate advantage to the building, avoiding the negative effects of the weather.

The project welcomes the cool south wind, avoids the east-west solar heat, and opens up a wide view of locations with beautiful and airy landscapes. “Desire to fly high”The political and administrative block is considered the heart of the work. The architects have brought an image with symbolic meaning: The seagull bird is spreading its wings and soars between the sky and the immense sea.

This is both a familiar image in the port city, and shows the desire to soar and conquer new heights.Recreate the overlapping lines of Lan Ha BayThe overlapping lines of Lan Ha Bay are distilled, reminiscent, reflected in the Convention Center – Performance block, creating a unique and characteristic architectural shape, creating an architectural wonder – a reflection projection of nature.
