Elon OÜ, a real estate developer, has initiated an international architectural design contest for the making of a high-rise residential building on Tartu mnt 17 in Tallinn’s city centre. The purpose of the competition is to source the most ideal plan for the new building.

Tallinn’s Maakri high-rise building district is home to the competition area, which has been disconnected from the city centre and rendered an isolated space devoid of visitors. The competition strives to present an innovative modern architectural solution that can enliven the heart of Tallinn, utilising modern materials and construction technologies. The new multifunctional building that is expected to be created will improve the quality of life in the area, and comprise of apartments, commercial premises, and public areas, such as a cafe, restaurant, art gallery, and observation deck.

Jaak-Adam Looveer, an architect and city planner at the Tallinn Strategic Planning Service who is also a jury member, mentioned that Tallinn awaits a novel type of high-rise building, something that will not have the same austere or cold look as the existent ones. One of the main objectives of the said competition is to upgrade the coziness of the street space in the given development area so that it is more amiable to people and filled with more green elements. For instance, the segment of Tartu Road near the targeted space is now unloved, its atmosphere has become vacant and lacks enticement.

The competition will have two stages. First, architectural bureaus will present portfolios of their work in the open round for consideration. 4 to 6 bureaus will be chosen from these portfolios, which will then provide a concept of a multifunctional, environmentally friendly high-rise building. The portfolios will be judged by an esteemed jury, consisting of Union of Estonian Architects Ülar Mark, Risto Parve, and Siiri Vallner, as well as the architect Jaak-Adam Looveer representative of the Tallinn Strategic Planning Service. Additionally, three representatives of the developer will be on the jury. Any bureau that is chosen in the portfolio round that presents their concept solution by the deadline will receive 12,000 euros. The winning bureau will receive a prize of 25,000 euros, and the runner-up 15,000 euros. The deadline for portfolio submission is November 13, 2023, and the bureaus to be selected will be announced by November 27.
