By hosting the ILLUMANATE Living Building Challenge (LBC) Design Competition, Living Future Institute of Australia (LFIA) and Development Victoria invite designers to imagine the possibilities of a socially equitable, culturally enriching, and ecologically restorative adaptive reuse in the new LUMA mixed-use community. This competition taking place on a tangible site challenges professionals to create something unprecedented: a repurposed heritage-listed building that aspires to meet the Living Building Challenge™ criteria.

Located in the suburb of Sunshine North, Victoria, the former administrative block of City West Water stands ready to be redesigned into a mixed-use development that is fittingly compatible with the local residential, retail, and community establishments. As the former MMBW Western Regional Complex of the Melbourne & Metropolitan Board of Works, the building and it’s surroundings are steeped with historical import from the 1970s and 1980s. It is also of architectural significance being an example of the work of A.K. Lines, MacFarlane and Marshall that is inspired by brutalist design.
