Competition Brief

The University of Huddersfield is procuring a £12.9 million professional services framework which will cover all aspects of estate development work through its maintenance activities and its future building efforts. The four-year agreement will create five operational divisions which will allow up to 18 businesses to participate. The framework enables permanent campus development through architecture and engineering and design work.

Intent

The framework aims to unify all multidimensional consulting services into one procurement framework. The system provides support for all phases of building projects which include feasibility studies and design work and legal requirements and construction work throughout the university’s estate development plans.

Purpose

The purpose is to establish a pre-qualified pool of consultants who possess the expertise to handle both new construction projects and renovation work. The agreement allows clients to choose direct awards for minor projects while major projects require them to go through competitive bidding with fixed costs that remain constant throughout the four-year contract.

Requirements

  • Framework divided into five lots:
    • Architectural services
    • Mechanical and electrical consultancy
    • Principal designer and building regulations services
    • Interior design
    • Structural, drainage and civils infrastructure services
  • Core services must be delivered directly; no subcontracting of primary disciplines.
  • BIM compliance in accordance with ISO 19650.
  • Direct award thresholds: under £200,000 (Lots 1, 2, 5) and under £50,000 (Lots 3, 4).
  • Two-stage selection process: pass/fail compliance followed by scored technical evaluation.
  • Shortlisting: up to eight bidders per lot (or six where three suppliers appointed).

Jury

The University of Huddersfield estates and procurement teams will conduct the evaluation process for all submitted materials. The identities of the individual jury members have not been made public.
