Competition Brief

The Pohang Municipal Museum International Design Competition 2026 is an open international two-stage design competition commissioned by the Pohang City Cultural Arts Division, Museum Construction Team, South Korea, and managed by MA Architects (엠에이건축사사무소). The competition invites licensed architects from South Korea and internationally to design the new Pohang Municipal Museum, to be built within the Yeonorang Seonyeo Theme Park in Imgok-ri, Nam-gu, Pohang, North Gyeongsang Province. The total construction budget is KRW 31.378 billion (~$22.5 million USD) and the design fee is KRW 1.6 billion (~$1.15 million USD). The museum is a civic and cultural institution intended to comprehensively exhibit and research the history of Pohang city.

Registration opens 8 June 2026 and closes 20 July 2026 at 17:00 KST. The competition is conducted in Korean and English, with Korean taking precedence in case of discrepancy.

Intent

The design vision positions the museum as a new cultural platform that carries the deep roots of Pohang into the future, moving beyond fragmented memories to create a comprehensive museum expressing the identity of the region. The museum must provide spaces for comprehensive exhibition and education of Pohang’s history, systematic collection and research of cultural heritage, and community engagement. The site is within the Yeonorang Seonyeo Theme Park, named after a legendary couple from Silla-era Korean mythology associated with the sun and moon, giving the cultural brief a specific local narrative dimension. The design must respond to the natural green zone site conditions (maximum 4 storeys, site coverage below 20%, floor area ratio below 100%) while proposing a creative architectural solution within those planning constraints.

Purpose

This is a built commission competition. The winning team receives the right to negotiate and execute the full design service contract covering architectural, structural, civil, landscape, mechanical, electrical, fire protection, and communications design, plus permits and certifications. The service period is 12 months from contract commencement. The competition follows the Korean Architecture Services Industry Promotion Act, Article 21, and the Architectural Design Competition Operating Guidelines. Anonymous judging is strictly enforced throughout the entire competition period until the final jury decision.

Requirements

Eligibility is limited to licensed architects (single or joint entry of maximum two firms) from South Korea or internationally. The lead applicant must be a licensed architect. International architects winning the competition must form a joint venture with a Korean-licensed architect to execute the service contract, with the Korean architect as lead. Key site data: total site area of the Yeonorang Seonyeo Theme Park 105,418 sqm; design plot (Lots 129-1 and 129-9) 15,142 sqm; total floor area 7,640 sqm (±5%); maximum 4 storeys; site coverage below 20%; floor area ratio below 100%. Use: cultural and assembly facility. Domestic Korean entrants must submit in person at Pohang City Hall. International entrants may submit by post (must arrive by 7 September 2026 at 17:00 KST) or use a Korean printing agency service. All panels must be fully anonymous with no identifying marks.

Jury

The jury has not been published at the time of writing; the jury page on the competition website states it will be available from 8 June 2026. The competition is overseen by a seven-member Operations Committee including: Kwon Je-jung (Professor, Daegu University, Architecture); Kang Jin (Director, J.Kang Architects, Architecture); Ahn Jin-hong (Director, A3 Architects, Architecture); Lee Jeong-sam (Director, Lee Jeong Architects, Architecture); Kim Jong-yong (Director, Daedong, Landscape); Kim Sung-wook (Professor, Ajou University, Architecture); and Joo Hyun-je (Professor, Kangwon National University, Architecture). The jury is separate from the Operations Committee and will be announced on 8 June 2026.
